A senior lifting equipment technician gives notice. He has been with the business for eighteen years, holds the knowledge of every awkward client site in the contract book, and there is no one behind him who can sign off a thorough examination to the same standard. A new inspection contract lands on the desk the same week. The team does the sums and realises they cannot cover both without stretching workshop turnaround times past what clients will tolerate.

This scenario is playing out across lifting equipment businesses in the UK right now, and it is not a one-off staffing headache. It is a structural problem in how the industry has trained its workforce, and it is starting to show up in recruitment timelines, retention rates, and the consistency of the service clients receive. The Lifting Equipment Engineers Association's own 2025 industry survey confirms what most workshop managers already suspect: this is not an isolated experience.

Apprenticeships will not solve an immediate staffing gap this month. But for any business that repairs, inspects, or maintains lifting equipment and is thinking seriously about who does that work in five or ten years, the Level 3 Lifting Equipment Technician apprenticeship (ST0872) is the most direct route to building a workforce you control, rather than one you are constantly trying to buy back from competitors.

The Workforce Behind Every Thorough Examination Is Ageing Out

LEEA's global State of the Lifting Industry survey, commissioned in 2025 and drawing almost 400 responses from over 50 countries, found that employment of older workers in the lifting sector is particularly high in the UK, at 85%. Many firms surveyed are not fully preparing for the retirement of this group, which means the experience walking out the door is not being captured or transferred before it leaves.

The knock-on effects are already visible in recruitment and retention data. 79% of firms in the survey reported difficulty recruiting lifting operators, with the two most common causes being applicants lacking knowledge of relevant laws and regulations (76%) and a shortfall in required safety behaviours (62%). On the retention side, 58% of firms struggle to keep lifting operators, citing challenging working environments and competition for skilled staff as the main pressures.

Key finding: 69% of firms in LEEA's 2025 survey report existing skills gaps, and 90% expect lifting operators to need new skills within a year, primarily around new or revised legislation and enhanced safety behaviours. Yet only around half of firms provide at least annual training.

That gap between what the industry knows it needs and what it is actually delivering is exactly the space a structured apprenticeship is built to close. It replaces ad hoc, reactive training with a defined three-year programme that builds the knowledge, skills and behaviours the occupation requires from the outset.

What the ST0872 Apprenticeship Actually Covers

The Lifting Equipment Technician standard was developed by a Trailblazer employer group including Catena Inspections & Engineering Services, Southern Cranes, GAP Group, Allianz UK and others, working through the sector to define what competence in this occupation actually looks like. The broad purpose of the role is to repair, maintain, modify, inspect, test, install and assemble lifting equipment to ensure its continued safety and suitability for service, across industries from construction and manufacturing to marine, aeronautical and entertainment rigging.

There are no statutory entry requirements, though employers typically look for a Level 2 qualification in maths given the calculation work involved in safe working load assessments. The occupation duties fall into several clear clusters:

  • Thorough examination and maintenance of equipment including chain hoists, slings, shackles, beam clamps and lifting frames
  • Diagnostic work: identifying faults, estimating repair time, and advising customers on the economic viability of a repair versus replacement
  • Installation and modification of equipment in line with manufacturer specification and current legislation
  • Verification and testing, including load testing, proof load testing and non-destructive testing methods such as magnetic particle inspection
  • Safe decommissioning and disposal where equipment no longer meets regulatory standards
  • Workshop quality control and customer communication, covering both technical guidance and how findings are explained to clients
  • Do they hold a current Ofsted grade for apprenticeship delivery, and what is their end-point assessment pass rate?
  • Is training delivered somewhere that reflects a genuine workshop environment, or purely in a classroom?
  • Can training be delivered flexibly, including on employer premises where that suits the business?
  • How actively does the provider support the employer throughout the programme, not just at enrolment?
  • Do they understand the engineering standards and legislation specific to this sector, rather than treating it as a generic mechanical apprenticeship?

Technicians are assessed against a detailed set of knowledge, skills and behaviours covering current legislation such as LOLER, PUWER, the Machinery Directive and COSHH, alongside the mechanical and diagnostic competence the role demands. On successful completion, the standard aligns with Engineering Technician recognition through the Institution of Engineering and Technology. End-point assessment is typically delivered once an apprentice has progressed through gateway, with LEIA among the approved assessment organisations.

Why This Standard Ties Succession Planning to Service Quality

What makes ST0872 relevant to the succession conversation specifically, rather than just a generic skills top-up, is how directly the standard's own duties tie technical competence to service quality and customer trust.

One of the sixteen occupation duties is explicitly about workshop quality control: maintaining and adhering to industry standards for the technician's own work, and taking an active role in general workshop quality control. Two further duties cover giving guidance to customers and clients, explaining findings clearly, and discussing solutions when equipment issues are identified. These are not soft add-ons. They sit alongside the behaviours apprentices are assessed against, including Quality Focus, Professional Values, and Honesty and Integrity in the guidance given to customers.

The compliance risk of an undertrained workforce

This matters because the consequence of a skills gap in this sector is not simply slower turnaround. A technician who has not been trained to the current standard on inspection criteria, safe working load calculation, or the pass/fail thresholds for worn components is a compliance risk for both their employer and every client whose lifting operations depend on that Report of Thorough Examination being correct. When 76% of recruitment difficulty is attributed to applicants lacking knowledge of laws and regulations, an apprenticeship that builds this knowledge systematically, rather than relying on a new hire to arrive with it, directly reduces that risk.

This Is an Industry-Wide Focus, Not a One-Off Concern

LEEA runs an annual campaign, Global Lifting Awareness Day (GLAD), specifically to keep skills, training and succession planning in front of the industry. GLAD 2025 focused on the skills shortage data covered above. GLAD 2026, held on 2 July 2026, shifted its theme to 'Not all lifting equipment is created equal,' turning attention to the quality and clarity of the equipment itself, not just the workforce inspecting it.

LEEA's director of membership, Matt Barber, framed the 2026 campaign around procurement: the most consequential decision in a lifting operation is often made weeks before the lift takes place, at the point of purchase, and when that decision is made without the right information, the risk does not disappear. It gets transferred to the people doing the work.

That observation lands directly on the Lifting Equipment Technician's own remit. Among the sixteen occupation duties in ST0872 is guiding customers in the selection of lifting equipment for the task at hand, alongside the quality control duty already covered. A technician trained to the current standard is one of the few people in the supply chain positioned to close the information gap Barber is describing, at the point where it actually matters. Two consecutive years of a dedicated industry campaign on skills and equipment quality is a reasonable signal that this is a structural priority for the sector, not a passing concern.

The Commercial Case for Training Your Own Successors

Succession planning you actually control

An apprentice trained inside your business learns your inspection procedures, your documentation systems, and your client relationships from day one. When they qualify, they are not a generic hire requiring months of onboarding before they can be trusted on a client site unsupervised. They already know how your workshop operates. That is precisely the knowledge that disappears when an experienced technician retires without a trained successor already in place.

The cost of recruiting versus the cost of training

With 79% of firms reporting recruitment difficulty and competition for skilled staff cited as a retention pressure, hiring an already-qualified technician externally is becoming both harder and more expensive. A structured apprenticeship gives a business a defined multi-year window in which competence is being shaped to the organisation's specific standards, rather than inferred from a CV and an interview.

Funded through the Apprenticeship Levy

Employers with an annual payroll above £3 million contribute 0.5% of that payroll into the Apprenticeship Levy, and those funds can only be spent on approved apprenticeship training before they expire after 24 months. For levy-paying lifting equipment businesses, not running apprenticeships means paying into a fund without drawing on it. Smaller employers below the levy threshold benefit from significant government co-investment, which keeps the net cost of training modest relative to the value of a technician trained to your own standards.
